For the vast majority of international travellers, entry to Hong Kong is completely free of charge. Over 170 nationalities receive visa-free access with no application, no fee and no advance registration (with the exception of the new PAR system for a small number of nationalities). Pre-arrival Registration (PAR) — Free but Mandatory

From 2025, a small number of nationalities are required to complete the free Pre-arrival Registration (PAR) at immd.gov.hk before boarding a flight to Hong Kong. The PAR itself is free. Check whether your nationality is on the PAR list — failing to register when required may result in being denied boarding or refused entry.

Visa Fees for Restricted Nationalities

Nationalities that require an advance visa must apply at a HKSAR Immigration office or a Hong Kong Economic and Trade Office. Fees vary by visa category: standard visitor visas typically cost HKD 230–460 (approximately USD 30–60). Employment Entry Permits cost significantly more at HKD 1,100–2,900. Visa application fees paid to the Hong Kong Immigration Department are generally non-refundable. PAR registration is free and can be updated if travel plans change.
